New Plan for South Brisbane

Consultation will begin this week on a new 15-year draft plan for the South Brisbane area.

Key features of the draft Kurilpa Plan include:

  •  proposed building heights from six to 16 storeys for mixed residential and commercial development 
  •  additional parkland on the river
  •  affordable housing projects
  •  a large, high quality, indoor market 
  •  boulevard treatment of Hope Street.

Councillor Helen Abrahams advises consultation with residents, businesses and other stakeholders to start this week, with Civic Cabinet to make a decision on the draft plan in late May.

"Civic Cabinet has approved the general outline of the draft plan to go out to consultation.

"The Kurilpa precinct should complement the nearby cultural precinct and the CBD, but it isn\'t seen as an extension of the CBD.

"This area has a number of older industrial sites which could be ready in years ahead for relocation presenting important opportunities for renewal.

"There are key challenges in developing the area over the next five to 20 years.

"Firstly, we should meet with these older industrial property owners to discuss their future plans.

"Parmalat on Montague Rd is one such site. This would provide a great opportunity at some point in the next 5, 10, or 15 years to convert from industrial use to inner city renewal for residents, students and businesses.

"I hasten to add that Parmalat has not expressed plans at this stage, but as we\'ve seen with the Carlton Brewery, Coca Cola, the Teneriffe Woolstores and CSR in the inner northern suburbs, many of these industries are ultimately moving out of the inner city to more appropriate locations at the port or industrial parks, freeing up renewal potential.

"Another important consideration is to provide all necessary infrastructure, particularly water and sewerage services for a growing community. It will be essential that new development is well designed and includes water and energy saving design.

"Infrastructure must match growth. Part of the necessary infrastructure will be affordable housing on publicly owned development sites, increased pedestrian and cycle facilities as well as retention of much-needed community facilities.

"New parkland is proposed on part of the Parmalat site as well as a possible new park next to the proposed Hale St bridge.

The draft Kurilpa Plan area is bounded by the river, Melbourne St, Boundary St and Montague Rd.

It contains the railway bridge, William Jolly Bridge, Victoria Bridge, the Hale St toll Bridge and the State Government\'s proposed Tank Street pedestrian bridge. The City Centre Master Plan also proposes a possible new public transport bridge from Adelaide St to link to South Brisbane. The area is well serviced by public transport, including the South Brisbane rail station and bus services.
